The protagonist and playable character of GTA Liberty City Stories is Toni Cipriani.

Massimo Torini
Voice Actor: Duccio Faggella
Massimo Torini is a high-ranking member of the Sicilian Mafia, and is sent by his superiors to make a truce between the Leones, the Forellis and the Sindaccos.
This task is actually a disguise, when in reality the Sicilians aim to manipulate the families into destroying each other.
Salvatore Leone
Voice Actor: Frank Vincent
Salvatore Leone is the don of the Leone Family, a major Mafia family based in Liberty City.
He welcomes Toni Cipriani back to Liberty City, but assigns him to Vincenzo Cilli, who dislike each other. After being betrayed by Vincenzo and after killing him, but also helping Salvatore with multiple tasks and problems, Toni earns the respect and appreciation of Salvatore. On multiple occasions he is saved by Toni from trouble involving the rival crime families, such as the Sindaccos, the Forellis or the Sicilian Mafia.
Vincenzo Cilli
Voice Actor: Joe Lo Truglio
Vincenzo "Lucky" Cilli is a member of the Leone Family, and Salvatore Leone's capo at the beginning of Liberty City Stories.
Toni and Vincenzo share a mutual dislike for each other, and show no respect toward the other.
Joseph Daniel O'Toole
Voice Actor: Greg Wilson
Joseph Daniel O'Toole is an associate of the Sindacco Family and manager of Paulie's Revue Bar.
At some point, JD begins to work for the Leone Family and employs Toni Cipriani on different tasks, but also informs him of Sindacco attacks in order to protect Salvatore and the Leone Family's assets.
Ma Cipriani
Voice Actor: Sondra James
Ma Cipriani is the mother of Toni Cipriani. She constantly compares Toni to his father and other men in Liberty City, saying Toni cannot match up to them.
Therefore, Toni sets out to prove his mother wrong, but anything he tries to do only leads to more anger from his mother.
Maria Latore
Voice Actor: Fiona Gallagher
Maria Latore is the wife of Leone Family Don Salvatore Leone.
Their relationship is extremely rocky, the two living separately, with Maria becoming addicted to drugs. She begins to cheat on Salvatore with various men, including Liberty City Bikers leaders Cedric Fotheringay, but also attempts to sell Leone Family secrets to Ned Burner.
Toni Cipriani is assigned to chaperone her, and this often results in him getting Maria out of trouble.
Donald Love
Voice Actor: Will Janowitz
Donald Love is a businessman, and the counter candidate to mayor of Liberty City after the assassination of mayor Roger C. Hole.
He uses his wealth to pay Toni Cipriani for different tasks, such as campaigning for him, killing Miles O'Donovan's campaigners, but also stealing corpses for him to eat. He also attempts to use Toni Cipriani to rig the election.
Miles O'Donovan
Voice Actor: John Braden
Miles O'Donovan is the Mayor of Liberty City, elected after the death of Roger C. Hole.
Following his election, O'Donovan collaborates with Paulie Sindacco and has Salvatore Leone arrested. Leone, concluding that the Sindacco Family was responsible for the attack, tasks Toni with killing Sindacco leader Paulie.
He is later kidnapped by Sicilian Mafia member Massimo Torini, but rescued by Salvatore and Toni and then coerced into dropping the remaining charges against Salvatore Leone.
Paulie Sindacco
Voice Actor: Jeff Gurner
Paul "Paulie" Sindacco is the Don of the Sindacco Family and owner of Caligula's Palace and Paulie's Revue Bar.
Paulie, having moved from Las Venturas, is constantly on the move from Liberty City to San Andreas. This constant movement, and his rare presence in Liberty City earns him the "Invisible Don" nickname.
Salvatore Leone, worried about the increasing power of the Sindaccos, convinces a high-ranking member of the Sindaccos, J.D. O'Toole to turn against his gang and assist the Leones. Using him as an informant, Toni Cipriani begins to sabotage the Sindacco Family, prompting a war between the two gangs.
Leon McAffrey
Voice Actor: Ron Orbach
Leon McAffrey is a corrupt police officer working with Salvatore Leone and the Leone Family.
In 1998, he employs Toni Cipriani for several tasks, such as killing Sindacco Family members, fighting organized crime in Belleville park or assisting the Uptown Yardies in their needs.
Ned Burner
Voice Actor: Peter Bradbury
Ned Burner is a reporter for the Liberty City "Liberty Tree" newspaper. He managed the Liberty Tree's e-mail account, and used it to conduct corrupt arrangements, such as taking bribes from Leon McAffrey. He held information regarding Roger C. Hole's corrupt administration, but had been lying on his news reports to cover it up.
In 1998, he impersonates a priest and tricks Leone Family member Toni Cipriani to cause chaos in the city. He also hires Toni to kill a federal witness, steal some diamonds and kill three film stars.
Toshiko Kasen
Voice Actor: Hana Moon
Toshiko Kasen is the wife of Yakuza leader Kazuki Kasen. She was born in Japan, but moved to Liberty City and married Kazuki, who later became the leader of Yakuza.
She feels neglected by her husband, so she employs Toni Cipriani, member of the Leone Family, to ruin and humiliate her husband. She pays Toni for tasks such as destroying a Yakuza tank, stealing a Yakuza munitions delivery or destroying money being moved by the Yakuza.
