In GTA Vice City, you have the ability to acquire two types of properties: Safehouses, which provide save points and vehicle storage, and Assets, profitable Businesses that generate income for Tommy.
You can buy properties by walking into the green floating icon that appears in front of all purchasable properties. Buying all Safehouses and Assets is required for 100% completion of the game.

GTA Vice City Assets Properties: Full List & Locations
Below you find all the Assets Properties available in GTA Vice City and in the Definitive Edition of the game, with their locations and prices.
Assets are profitable Businesses that you can purchase. There is a total of 10 assets in GTA Vice City, and they become available after completing the mission "Shakedown".
After buying an Asset and completing its related missions, the property will generate daily profit that Tommy can collect by walking into the spinning icon outside of the business. Purchased assets can also be used as save points.
Acquiring assets is a prerequisite to completing the GTA Vice City storyline: to unlock the last mission in the game, you need to purchase and complete the missions for at least 6 Assets Properties (7 counting the Vercetti Estate), one of which must be Print Works.

Note: The Vercetti Estate doubles up as both an Asset and a Safehouse, while Phil's Place is not owned by the player but offers weapons for sale.

GTA Vice City features a total of 9 safehouses that can be acquired by Tommy: 7 of these properties can be purchased, while 2 are unlocked automatically for free.
Safe houses allow you to save progress by walking into a pink cassette icon (), and some also give you the ability to store vehicles inside garages.
In addition, the ability to change Tommy's outfit and weapons rewards unlocked with hidden packages are available at the three "main" safehouses: Ocean View Hotel, Vercetti Estate and Hyman Condo.

GTA Vice City Safehouse Weapons & Vehicles Rewards
By collecting "Hidden Packages" scattered throughout Vice City, you will unlock certain weapons and vehicles to spawn at Tommy's main safehouses (Ocean View Hotel, Vercetti Estate, and Hyman Condo) and other locations.
There is a total of 100 Hidden Packages to collect in GTA Vice City, and a new reward will unlock for every 10 packages collected. Here are the specific rewards:
