The Rocket Launcher can be purchased from Phil's Place (Little Haiti), for a price of $8,000.
It becomes available after completing the mission Boomshine Saigon in Story Mode.
The Rocket Launcher also Spawns at Tommy's main safehouses after collecting 70 Hidden Packages.
The Rocket Launcher can be found and picked up around the Vice City map (see the spawn locations in the "Appearances" section below).
