Grand Theft Auto III and GTA Liberty City Stories are set in the 3D Universe version of the fictional Liberty City, a dark, crime-ridden metropolis mainly inspired by New York City, but also combining elements from various East Coast and Midwestern U.S. cities, with the port areas inspired by Leith, Scotland. This map is completely different from the HD Universe version of Liberty City in GTA IV.
GTA III takes place in 2001, while GTA Liberty City Stories is set three years earlier in 1998. In both games, the map of Liberty City is divided into three main islands: Portland, Staunton Island, and Shoreside Vale. Each area opens up progressively as players advance through the storyline, revealing new challenges, gangs, and notable locations.

GTA 3 Map: Portland
This is the industrial zone. Here you will find the docks, the Red Light District, warehouses, factories, markets, garages, as well as some useful suppliers. The area is populated with hookers, pimps, laborers, dockworkers, politicians and general scum. Crime is rife in Portland and it has a long history of Mafia control, but this is being challenged by the Triads. A bloody turf war has been underway for several months. A delightful district with something for everyone.
Located in the east, Portland is Liberty City’s industrial area, featuring diverse industries and ports. It includes residential and commercial neighborhoods alongside industrial zones. It is the first island available to players and is home to several criminal gangs.
Inspirations for Portland's neighborhoods come from Brooklyn, Queens, and parts of Manhattan, while its port areas are modeled after Leith, Scotland.
- Atlantic Quays: An industrial area on Portland’s southeast shore, inspired by Brooklyn’s DUMBO.
- Callahan Point: A southwestern industrial district, also based on DUMBO, Brooklyn. Home to the Callahan Bridge, which links Portland to Staunton Island.
- Chinatown: A residential neighborhood inspired by Brooklyn’s Chinatown, controlled by the Triads.
- Harwood: Northern industrial area bordering Saint Mark’s and Hepburn Heights.
- Hepburn Heights: A residential district inspired by Brooklyn Heights, Queensbridge, and Brownsville.
- Portland Beach: A rocky beach inspired by Coney Island and Fire Island.
- Portland Harbor: An industrial shipyard, inspired by the Brooklyn Navy Yard.
- Portland View: A central industrial district.
- Red Light District: Area known for its nightlife, clubs, and adult entertainment venues, modeled after Manhattan’s 42nd Street and “The Block” in Baltimore.
- Saint Mark’s: An Italian-American neighborhood dominated by the Leone Mafia family.
- Trenton: An industrial district filled with warehouses, factories, and the Portland Harbor. Joey's Garage, a central location for early missions, is located here.
GTA 3 Map: Staunton Island
This is the central business district. This is where all the big businesses take place in Liberty City and is dominated by the rich, powerful and corporate. During the day the area is bustling with businessmen doing their 9-5 thing – Insider trading, taking bribes and selling their grandmothers for ten bucks, at night it is dark, desolate and very dangerous.
Staunton Island is located in the center of the GTA 3 map, and it represents Liberty City’s commercial and business district, filled with skyscrapers, luxury buildings, and corporate offices.
The city’s commercial heart, Staunton Island resembles Manhattan, with districts echoing Times Square, the Financial District, and iconic avenues.
- Downtown:
- Torrington: Modeled after Manhattan’s Financial District, with Yakuza presence.
- Bedford Point: Inspired by Times Square, hosting landmarks like Liberty City Cathedral and City Courthouse.
- Midtown:
- Belleville Park: The largest park in Liberty City, modeled after Central Park, featuring luxury hotels and Yakuza influence.
- Newport: Home to Liberty City Shopping Mall, the area is controlled by the Yardies.
- Uptown:
- Fort Staunton: Based on Italian Harlem; this area is controlled by the Colombian Cartel, and appears under construction after Liberty City Stories events.
- Rockford: Northernmost district, home to the hospital and ferry terminal.
- Liberty Campus: Includes Liberty City Community College, inspired by Columbia University.
- Aspatria: An upscale area with high-end properties and landmarks, such as the Liberty Memorial Stadium; based on the Upper West Side.
GTA 3 Map: Shoreside Vale
Suburban bliss and tranquility Liberty City style. Home to many of Liberty City's more affluent gangsters, Liberty City's commuter-belt is a patchwork of swimming pools, picket fences, backyards, basketball nets, street gangs and 5 car garages. It is littered with ostentatious mansions paid for in blood money, protected by high security guards and gates to keep out the gangs of bored teenagers looking for something to do to bring some excitement to their middle class existence. The designer dogs and the station wagons give a shallow serenity to suburbia but don't be fooled, violence and corruption are at the heart of every home.
Known for residential areas, Shoreside Vale is located in the west of the GTA 3 map. It hosts Francis International Airport in the south, light commercial zones like Pike Creek, and the Cochrane Dam in the northwest.
Shoreside Vale draws inspiration from New Jersey and New York's suburban areas, with hilly terrain and a northern mountain range.
- Cedar Grove: Upper-class residential area, based on White Plains, NY, with Cartel influence.
- Francis International Airport: The city's airport, complete with terminals, fire stations, and a small subway station.
- Pike Creek: A light industrial and commercial district inspired by Yonkers, NY, and Newark, NJ.
- Wichita Gardens: Low-income housing projects, based on neighborhoods in Yonkers and the Bronx, controlled by the Southside Hoods.
GTA 3 Map: Transportation Across Islands
Each island is connected by bridges and tunnels, which gradually open up as players progress through the story, as well as rail services.
The Callahan Bridge links Portland to Staunton Island, and the Shoreside Lift Bridge connects Staunton Island to Shoreside Vale. The Porter Tunnel also provides access under the entire Liberty City once unlocked.
Each of the three islands in the GTA 3 Map offers a safehouse where players can save their progress, store vehicles, and recover between missions.
GTA 3 Map: Ghost Town
The Ghost Town in GTA 3 is a hidden, mysterious area not accessible through regular gameplay. Located behind the hills of Shoreside Vale, this small area was created solely for the game's introductory cutscene featuring the Liberty City Bank.
Known as the "Ghost Town" among fans, it is incomplete and lacks collision, meaning that players cannot interact with or walk on its surfaces if accessed through mods or glitches.
In the Definitive Edition of GTA 3, the Ghost Town’s accessibility is limited even further, rendering it invisible after the first cutscene ends. The hills are instead replaced with an unnamed Upstate Liberty area visible only in the background.
Map Differences Between GTA 3 & GTA Liberty City Stories
In GTA Liberty City Stories, players explore a version of the map set in 1998, three years prior to the events of GTA 3. The city’s geography is largely the same, but there are some changes in city landscapes and landmarks. Here are some of the key differences:
- Ferry Terminals: Unique to Liberty City Stories is a ferry service that connects Portland to Staunton Island. In GTA III the feature is absent, with the terminals being replaced by Phil’s Army Surplus and the Porter Tunnel’s Portland exit.
- Porter Tunnel: This tunnel connecting all three islands was still under construction in 1998, with only a Shoreside Vale section completed. By GTA 3, it spans all three islands.
- Infrastructure and Landmarks: Some areas are under construction or significantly different in Liberty City Stories, like Fort Staunton, which went from a vibrant Italian district in 1998 to a construction site in 2001. Other areas, such as Hepburn Heights, have construction projects that reach completion by 2001.
