Wu "Kenny" Lee
Wu "Kenny" Lee, born in 1960 in China, is the calculating and deceptive uncle of Huang Lee in Grand Theft Auto: Chinatown Wars. Originally moving to Liberty City in the mid-1990s to open a restaurant, Kenny navigates the underworld to become a pivotal Triad boss, using his nephew Huang for his own machinations.
Despite his initial portrayal as a caring mentor, he is revealed to be a manipulative informant working against his own organization. He resides in East Island City, Dukes, and has a criminal record extending from possession of stolen property to extortion.

Wade Heston
Wade Heston is an undercover LCPD detective in Grand Theft Auto: Chinatown Wars, closely monitored by the Internal Affairs Division for allegations of substance abuse and corruption. He befriends Huang Lee after a drug deal goes awry, and proves to be one of Huang's most loyal allies in the quest to find his father's killer.
Despite his 'legally sensitive' actions and a penchant for fabricating dramatic life stories, Heston's motives are fundamentally good. His post-storyline fate remains unknown, raising the possibility of retirement from the police force. He resides in North Holland, Algonquin.

Hsin Jaoming
Hsin Jaoming is the enigmatic, elderly leader of the Liberty City Triads in Grand Theft Auto: Chinatown Wars. As head of the Jaoming Family, he is deeply embroiled in organized crime, and is seeking to retire and find a successor. Known for his paranoia and ruthlessness, he isn't hesitant to order assassinations, even against his own son, when he suspects betrayal.
Despite a veneer of wisdom, displayed through his frequent use of proverbs and analogies, Hsin's leadership is jeopardized by his deep-rooted suspicions and the shifting loyalties within his organization.

Chan Jaoming
Chan is the inept and morally questionable underboss of the Jaoming Family, struggling to gain the favor of his father, Hsin Jaoming, the head of the Liberty City Triads.
Despite employing Huang Lee for various missions aimed at bolstering his standing within the criminal syndicate, Chan's plans often backfire, culminating in his arrest and the murder of a TV reporter who threatens to expose him.

Zhou Ming
Leader of the Ming Family and a potential successor to Hsin Jaoming's Triad leadership, Zhou is a criminal mastermind involved in drug smuggling, counterfeiting, and various other illegal activities. He employs Huang Lee for multiple tasks, such as stealing from rival gangs and aiding in a bank heist, to solidify his standing within the Triads.
Though cunning and ruthless, often displaying his brutality by executing betrayers in heinous ways, Zhou ultimately falls victim to internal Triad politics. Zhou's character is marked by his arrogance, greed, and unwavering loyalty to his criminal enterprise.

Lester Leroc
Lester, also known as Lee Leroc, is a complex character with a criminal history that includes burglary and drug possession. In Grand Theft Auto: Chinatown Wars, he's hired to uncover a potential informant within the Angels of Death motorcycle gang. Unable to ride a bike himself, Lester enlists the help of Huang Lee to infiltrate the gang.
Through a series of high-risk missions involving drug deals, motorcycle stunts, and shootouts, the duo navigates gang politics and tensions, ultimately gaining enough trust to acquire crucial information. Despite his shortcomings, including bouts of intoxication, Lester proves resourceful and deeply ingrained in the criminal underworld.

Rudy D'Avanzo
Rudy D'Avanzo is a nefarious figure with a long criminal history and a personal vendetta against the Triads. Claiming to know the identity of an FIB informant troubling the Triads, Rudy entices Huang Lee into a series of perilous missions aimed at exposing and eliminating a supposed rat named Jimmy Capra.
Rudy's complex personality and manipulative schemes add layers of intrigue to the already complicated underworld dynamics between the mob and the Triads.

Ling Shan
Ling Shan serves as the Master of Arms for the Lee Family, a Liberty City Triad faction. She is also connected to a Triad-controlled massage parlor that fronts for a prostitution ring.
When protagonist Huang Lee arrives in Liberty City, Ling survives a police ambush, narrowly escaping further conflict with Huang's help.
In the very next mission, Ling trains Huang in combat and weapon use. After completing the training, they defend a shop from a group of thugs. During the confrontation, however, Ling is shot by one of the attackers and dies in an alley.

Xin Shan
After finishing the main storyline in GTA Chinatown Wars and collecting the two Lions of Fo, Xin's missions become downloadable from the Rockstar Social Club.
A "Red Pole" soldier in the Lee Family Triads, Xin is the brother of the fallen Ling Shan. comes into the story after the death of his sister Ling, also a Triad member. Xin collaborates with protagonist Huang Lee on high-stakes, dangerous missions, one of which involves evading a massive police chase. As events unfold, it is revealed that Xin holds Huang responsible for his sister's death.

Melanie Mallard
Melanie only appears in the PSP version of the game. She is an aspiring filmmaker, aiming to capture the Triads' control over Liberty City's drug trade for a groundbreaking documentary. Partnering with Chan Jaoming and aided by Huang Lee, Melanie initially seems committed to telling an impactful story.
However, her ambitions take a dark turn when she plans to unmask Chan and Huang on camera for her new show on Channel 15. This betrayal prompts Huang to abduct her, leading to a confrontation at the docks with Chan.

Jimmy Capra
In 2009, Rudy D'Avanzo manipulates Huang Lee into believing that Jimmy Capra is an FIB rat infiltrating the Triads. Rudy enlists Huang to recover incriminating recordings and eliminate Capra's associates.
The supposed "peace talk" between Rudy and Capra is revealed to be a trap set by Capra, who survives an ambush thanks to Huang's sniper cover. Later, it emerges that Rudy lied about Capra being the rat; he was actually leveraging Huang to eliminate Capra, who knew a damaging secret about Rudy.
The ordeal infuriates Hsin Jaoming, the Triad boss, who blames Huang for souring relations with the Messina family.

Uri
Uri is a character with a past connection to Zhou Ming, who owes Zhou a significant debt.
He is intercepted by Huang Lee while on his way to police custody, and is surprised to see Zhou upon arrival. Despite being in a precarious health condition, his fate is sealed due to his betrayal of Zhou.

Mr. Wong
Mr. Wong is a character who owns a laundromat that features both in Grand Theft Auto: Chinatown Wars and on the Rockstar Games Social Club website.
He is involved in a Flash game that allows players to earn in-game currency and multiplayer clothing for GTA Chinatown Wars on the Nintendo DS.
