The protagonist and playable character of GTA Vice City Stories is Victor Vance.

Jerry Martinez
Voice Actor: Felix Solis
Jerry Martinez is one of the Officers at Fort Baxter Air Base and is initially the NCO of Victor Vance.
Jerry does not take his position seriously, and is a corrupt officer, being involved in drug dealing and prostitution. While Victor is in the army, Jerry asks him several times to deliver drugs or pick up prostitutes for him, and later on calls an ambush on Victor and Phil Cassidy.
Phil Cassidy
Voice Actor: Gary Busey
Phil Cassidy is a weapon's dealer, helped by Vic on several occasions on orders of Jerry Martinez.
He is the brother of Louise Cassidy-Williams and is seen to be a heavy drinker, and also distils "boomshine", a highly explosive and alcoholic mixture.
Louise Cassidy-Williams
Voice Actor: Chelsey Rives
Louise Cassidy-Williams is the sister of Phil Cassidy and the wife of Marty-Jay Williams, leader of the Trailer Park Mafia.
Her relationship with Marty is increasingly rocky, the latter being an abusive husband and father - she eventually leaves her home and goes to live with her sister, Mary-Jo. Marty attempts to kidnap her but is ultimately killed by Victor Vance, who grows a romantic interest towards Louise.
After her husband's death, Louise acts as a business partner to Victor and aids him in building his Crime Empire.
Marty Jay Williams
Voice Actor: Jim Burke
Leader of the Trailer Park Mafia and husband of Louise-Cassidy Williams, Marty was the head of a wide range of criminal activities in Vice City's poorer communities.
He employs Victor Vance for several jobs, until his wife leaves him, when he attempt to kidnap her and force her into submission.
Lance Vance
Voice Actor: Philip Michael Thomas
Lance Vance is the brother of protagonist Victor Vance, and usually his right hand man.
After returning to Vice City, Lance slowly gets his brother involved in drug trafficking, working with Bryan Forbes and for the Mendez Cartel.
He returns as a main character in Grand Theft Auto: Vice City.
Umberto Robina
Voice Actor: Danny Trejo
Umberto is the leader of the Cubans, and is the son of Alberto Robina.
Umberto employs Victor Vance for gang-related jobs, and despite initially being doubtful of his abilities, grows to admire him, the two becoming friends.
Bryan Forbes
Voice Actor: Daniel Oreskes
Bryan Forbes is one of the Vance brother's employers, offering them information regarding drug deals in Vice City.
After some time, Lance discovers that Forbes is actually an undercover agent.
Armando Mendez
Voice Actor: Yul Vasquez
Armando Mendez and his brother, Diego, the leaders of the Mendez Cartel, are one of the most powerful drug kingpins in Vice City.
After finding out that their cocaine shipment was stolen, the Mendez brothers summon the Vances to explain the disappearance of the cocaine.
Diego Mendez

Diego Mendez and his brother, Armando, the leaders of the Mendez Cartel, are one of the most powerful drug kingpins in Vice City.
After finding out that their cocaine shipment was stolen, the Mendez brothers summon the Vances to explain the disappearance of the cocaine.
Reni Wassulmaier
Voice Actor: Barbara Rosenblat
Reni is a film director from Germany who lives in Vice City, where they produce commercials and "edgy" pop music videos.
With several associates, such as Ricardo Diaz, Diego Mendez, Barry Mickelthwaite and Victor Vance, Reni had decent success in the cinematic world until being threatened by the Mendez Brothers for putting them in contact with Victor Vance.
Gonzalez
Voice Actor: Jorge Pupo
Gonzalez is one of colonel Cortez' right hand men, and employs Victor Vance for a few jobs.
He is later blackmailed by Ricardo Diaz into revealing information about Cortez' drug shipments, but manages to flee Vice City with the help of Victor Vance.
Ricardo Diaz
Voice Actor: Luis Guzmán
Ricardo Diaz is the leader of his own drug cartel. He employs Victor and Lance Vance for several jobs, before blackmailing Gonzalez into revealing information about his boss', Colonel Juan Cortez, drug shipments.
He lends money to the Vance brothers and has them perform more work in order to repay the debt, the last task being to take down the Mendez Compound, helping Diaz establish himself as Vice City's drug lord.
Phil Collins
Voice Actor: Himself
Phil Collins is a singer and songwriter, being present in Vice City for multiple concerts.
His manager, Barry, owes a large amount of money to the Forelli Family, so Reni Wassulmaier hires Victor Vance to assist in protecting the two.
