Donald Love is a businessman, and the counter candidate to mayor of Liberty City after the assassination of mayor Roger C. Hole.
He uses his wealth to pay Toni Cipriani for different tasks, such as campaigning for him, killing Miles O'Donovan's campaigners, but also stealing corpses for him to eat. He also attempts to use Toni Cipriani to rig the election.
The character of Donald Love also appears in GTA Vice City and Grand Theft Auto III.
But after the links between the Leone Family and Love become too obvious, he loses the election. He later continues employing Toni on different tasks, always collecting the corpses of his fallen foes to consume.
