In Grand Theft Auto: Vice City Stories, the player can build their Empire by developing several businesses, such as the Protection Racket, the Loan Sharking business, a Prostitution racket, a Drug-Running racket, Smuggling and Robbery racket.

This feature is inspired by a mix of the Assets from GTA Vice City and Gang Territories in GTA San Andreas.

After killing Marty Jay Williams, Victor Vance gains access to illicit economic opportunities by taking over his gang, the Trailer Park Mafia.

Afterward, Victor's gang, the Vance Crime Family, can begin taking over multiple gang territories and empire-building sites to develop their crime empire.

These businesses will earn the player passive income but they need to be taken care of, as enemy gangs will often attack them.

Empire Building: Map Locations & Icons

The empire-building sites can be found on the map and are marked with various colors, each representing their state:

  • Blue icons indicate sites belonging to the Vance Crime Family;
  • Green icons indicate sites that are put up for sale;
  • Grey icons indicate sites belonging to the Bikers;
  • Pale yellow icons indicate sites belonging to the Cholos;
  • Red icons indicate sites belonging to the Sharks;
  • Still-standing building icons indicate sites that function properly;
  • Half-destroyed building icons indicate sites that were subject to attacks and function inadequately;
  • Spanner building icons indicate sites that are under development;
  • Distress-building icons indicate sites that are under attack from rival gangs

Empire Building: Business Features

Each business that the Vance Crime Family owns can pass through 3 levels: Small TimeMedium Venture and High Roller.

The larger the business, the higher the profit it generates. Victor can meet his gang's members while inside his empire-building sites, and when approached, they can trigger venture-specific missions.

Because to take over empire sites, they must be seized from rival gangs, these rival gangs will attempt the same, and will occasionally attack the Vance family's empire sites. Victor alongside his gang must defend them to protect them from being damaged.

When a building empire is damaged, it loses one health point, and if all four health points are lost, the site is put up for sale.

These business sites can also be used as safehouses, as they offer quick-save and wardrobe facilities. A specific vehicle will spawn outside of the empire site when owned, and after acquiring all 30 sites, the vehicles become fully bulletproof.

Every businesses' daily income is paid at 16:00 in-game time. If the player is on a mission at that time, the payout will be received after the completion of the mission.

For each of the 30 building locations, there are six available Business Types that can be developed, which you can see below.

Empire Building: Protection Racket

Protection Racket GTA: VCS side mission

The Protection racket's side mission is called Extortion. The player must convince various shop owners to pay protection money. This will award the protection racket to a new client. When the protection racket is under attack, enemy gangs will attack your clients.

Development:

  • Small-time: $1500
  • Medium Venture: $2900
  • High-roller: $4400

Rewards:

  • Increased income: Complete all fifteen levels.
  • New reputation, Ultimate Badass: complete all fifteen levels.
  • New Outfit, Hired Muscle Outfit: once you buy the high-roller protection racket business

Empire Building: Loan Sharking

Loan Sharking GTA: VCS side mission

The Loan Sharking's side mission requires the player to steal PCJ-600's and Bensons containing valuable cargo. Occasionally, the owners of the vehicles will attack the player with either firearms or melee weapons, so caution must be taken.

  • Small-time: $2000
  • Medium Venture: $3900
  • High-roller: $5800

Rewards:

  • Increased income: Complete all fifteen levels.
  • New reputation, Crim Reaper: complete all fifteen levels.
  • New Outfit, Repo-Man Outfit: once you buy the high-roller loan sharking business

Empire Building: Prostitution

Prostitution GTA: VCS side mission

The Prostitution's side mission is similar to the Pimping mission in Grand Theft Auto: San Andreas. The player must drive the prostitutes to their clients. Three situations may occur during this mission:

  1. The client tries to run away without paying. Run them over to complete the mission.
  2. The client tries to kill the prostitute. Perform a drive-by to take them down but do not hit the prostitute..
  3. The client tries to kidnap your prostitute. Ram their car several times until they exit the vehicle, then kill them and rescue the prostitute.

  • New Outfit, Leisure Outfit: once you buy the high-roller prostitution business

Empire Building: Drug Running

Drug Running GTA: VCS side mission

The Drug Running's business side mission requires the player to arrange a drug deal. There are several possible outcomes that the player needs to take care of during these drug deals:.

  • The dealers attempt to attack Victor's gang and steal both the drugs and the money. The player must take the rivals down.
  • The D.E.A. is watching over the deal and ambushes the player's gang after the deal is complete. The player must successfully return to the warehouse.
  • A third rival gang ambushes the deal, attempting to steal the merchandise. The player must take them out and escape.
  • The merchandise sold by the dealers is fake, the player must chase them and retrieve the lost money.

  • Medium Venture: $8900
  • High-roller: $13300

  • New reputation, Smack Daddy: complete all six levels.
  • New Outfit, Tracksuit Outfit: once you buy the high-roller drug running business

Empire Building: Smuggling

Smuggling GTA: VCS side mission

The smuggling side-missions require the player to deliver packages dropped from helicopters throughout Vice City. There are two possible missions.

  • Supply and Demand: The player must use a Speeder to collect 15 packages dropped by a helicopter in the ocean. Rival gangs will attempt to steal these packages, so the player must take them out. After collecting the packages, the player must dock the boat, and get into a Mule truck, which they will drive under a 4-star wanted level to the warehouse to deposit the cargo.
  • Under the Gun: This is a more difficult variant of the first mission. This time, there are two helicopters dropping packages and more enemy attackers.

  • Medium Venture: $9900
  • High-roller: $14800

Rewards:

  • Increased income: Complete all six levels.
  • New reputation, Pirate Captain: complete all six levels.
  • New Outfit, Smuggler Outfit: once you buy the high-roller smuggling business

Empire Building: Robbery

Robbery GTA: VCS side mission

There are two different mission variations for the Robbery business.

  • The Money Truck: The player must hijack a Securicar from rival gang members. The Securicar usually has armed backup, so a bulletproof vehicle is recommended when tackling this mission. The start and finish locations of the money truck are randomized, and so is the police interest in the robbery.
  • The Briefcase Courier: The player has to steal a briefcase from a Washington or a Squalo. The enemies will usually call for backup after being attacked, so a bulletproof vehicle is once again recommended when tackling the mission.

  • Medium Venture: $11900
  • High-roller: $17800

  • Increased income: Complete all six levels.
  • New reputation, Heist Meister: complete all six levels.
  • New Outfit, Hood Outfit: once you buy the high-roller robbery business
