Joe and Josef, an idiot redneck and his deluded Russian comrade, respectively, run their own two-man "civil border patrol group," claiming to protect America from "illegal immigrants", hunting them to deport them back to their home countries.
However, most of the time the "illegals" they pursue are naturalized US citizens of Hispanic origins, and it's clear that they're just using the civil border patrol as an excuse to harass foreigners.
Trevor, after helping the two out a few times for money, is reprimanded by Manuel, one of the men arrested by the CBP, and, in a fit of rage, tracks down Joe and Josef and kills them.
