Mercedes is the daughter of Juan Cortez.

Mercedes is a promiscuous woman and will occasionally "spend time" with members of Love Fist. She also works at the pornographic film studios that Tommy owns.

It is lead to believe there was supposed to be a romantic element to Mercedes' and Tommy's relationship but they never come to fruition in the game.
