Juan Cortez

Cortez is an ex-colonel that hails from Central America.

He is heavily involved in many areas of criminal activity including drug trafficking and selling weapons. Cortez meets Tommy after the events of the botched drug deal, due to Cortez organizing what should have been a routine deal.

Cortez and Tommy team up to find out who wronged them and take down some groups in the criminal underworld along the way.
