How to get the Havok in GTA Online:
The Havok can be obtained in GTA Online as a Bonus Reward, or it can be purchased for a price of $2,300,900.
The Havok can be stored in the Hangar (Personal Aircraft). It can be customized at Hangar Aircraft Workshop.
Once acquired, you can request the delivery of the Havok from the Interaction Menu - Aircraft, Interaction Menu - CEO/VIP.
How to unlock the Havok Trade Price?
A trade price of $1,730,000 (Discounted)* can be unlocked for the Havok.
On PS5 and Xbox Series X|S, the Havok can also be unlocked as a Career Progress Reward by completing Tier 4 in the "Smuggler's Run" category.

Yes, you can sell the Havok at Los Santos Customs, however, if you obtained it as a free reward, the resale price will only be the 50% of the value of the upgrades you applied to the vehicle, without any value for the vehicle itself.
