This is one of the few vehicles eligible for the special HSW Performance Upgrade at the LS Car Meet exclusively to PS5 & Xbox Series X|S, which considerably increases the top speed.

The Arbiter GT can be purchased in GTA Online from Southern S.A. Super Autos for a price of $1,580,000.
The Arbiter GT can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs and Hao's Special Works. You can also modify it in a Vehicle Workshop inside one of your owned properties.
Once acquired, you can request the delivery of the Arbiter GT from the Mechanic.
The HSW conversion cost to upgrade the Arbiter GT is $375,000.

However, when upgraded with the PS5/XSX exclusive HSW improvements, the Arbiter GT can reach the crazy top speed of 141.25 mph (227.32 km/h). Keep in mind that the HSW mods can be disabled in races.
