Ursula is a random encounter in northern Blaine County, along North Calafia Way, south of Mt Chiliad, being a hitchhiker looking for a ride home.
Over the course of the ride, it is revealed how mentally unstable Ursula is, most likely because of her unhappy childhood. According to her comments, her mother tortured her by locking her in a basement and shaving her hair, also forcing her to dress like a boy. Her mother later died, but the way she brought Ursula up made her become mentally ill. She makes comments about her gardener falling off a cliff and how the last person to pick her up choked to death on their own hand, implying that she kill the two and her mother as well.
Once she's dropped off, she gives the protagonist that gave her the ride her number and becomes an option for a booty call; although it initially appears that she's only available to the guy who picked her up, any character that dials her number directly can reach her and meet up for a booty call.
