How to get the Lost Slamvan in GTA Online:
The Lost Slamvan can only be obtained in GTA Online as a Bonus Reward.
The Lost Slamvan can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs. You can also modify it in a Vehicle Workshop inside one of your owned properties.
Once acquired, you can request the delivery of the Lost Slamvan from the Mechanic.
How to Unlock the Lost Slamvan in GTA Online:
The Lost Slamvan, special variant of the Slamvan belonging to The Lost MC gang, was previously a Mission-Only vehicle that could not be obtained or stored.
As of the 1.47 Diamond Casino & Resort update starting on July 23, 2019, the Lost Slamvan can now be won as a "Mystery Reward" by spinning the Lucky Wheel at The Diamond Casino & Resort.
However, the odds of obtaining this vehicle are extremely low, now making The Lost Slamvan the rarest vehicle in GTA Online. If the Lucky Wheel lands on "Mystery Reward" (already a 5% chance), there's a ~14.3% chance the reward will be a vehicle, and then a ~0.72% chance of it being the Lost Slamvan. The overall probability of winning the Lost Slamvan at The Diamond Casino & Resort is as small as ~0.005%.

The design of the Vapid Lost Slamvan is based on a real life Rat Rodded 1953–1956 Ford F-Series (pickup form), 1950s Ford F-Series.

Yes, you can sell the Lost Slamvan at Los Santos Customs, however, if you obtained it as a free reward, the resale price will only be the 50% of the value of the upgrades you applied to the vehicle, without any value for the vehicle itself.
