To unlock the List of All Vehicles in GTA 5 & GTA Online by Feature, you must take part in the GTA Online "Shoot Animals" photography challenge:

The Police Riot can only be bought after losing a 4 or 5-star Wanted Level naturally (without help from Lester or other means).
The vehicle's discounted Trade Price of $2,962,500 is unlocked after completing "Tactical Gear" during "The Gangbanger Robbery" as leader.
This vehicle automatically gives you Max Armor upon entry.
NB: Previously unobtainable, the List of All Vehicles in GTA 5 & GTA Online by Feature was originally called simply "Police Cruiser", but it was renamed to "Stanier LE Cruiser" when it was made available in GTA Online with The Chop Shop Update on December 12, 2023.
The Police Stanier LE Cruiser can only be bought after scoping out Mission Row as part of a Gangbanger Robbery.
The vehicle's discounted Trade Price of $3,517,500 is unlocked after finding and collecting one piece of evidence from a crime scene as part of The Gangbanger Robbery missions.
This vehicle automatically gives you a Pump Shotgun upon entry.
This vehicle automatically gives you an SMG upon entry.
