In the Beginning... is the introductory cutscene of the GTA Vice City story mode.
Tommy escapes an ambushed drug deal involving the Vance brothers, then drives to the Ocean View Hotel.
Since 'In the Beginning' is not considered a mission by the game, when the initial cutscene ends, the player is free to explore Vice City before actually going to the Ocean View Hotel.
