The Felon GT can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs. You can also modify it in a Vehicle Workshop inside one of your owned properties.
Once acquired, you can request the delivery of the Felon GT from the Mechanic.
The Felon GT is also one of the "wanted" vehicles that can be required for the Simeon's Export Requests freemode mission, giving you a reward of $14,250 when delivered to his garage.
