This might help:
Try driving around the edges of idlewood near the unity station, in Verona beach, around conference centre and nearby mullholland then activate your vigilante mission and wait for the suspect to spawn in commerce. Good rare cars spawn on levels one AND TWO. I snagged two Phoenix cars on level two So don't cancel at level 1 rather accumulate ammo and Eliminate the target and then try for a good car to spawn on level 2 within the following areas. Good places where rare cars spawn are Willowfield Commerce, Temple, Marina (GOT A TURISMO HERE) and occasionally inside the los santos airport (on both levels, So I suggest you steal a plane and fly it for atleast 15 mins then acquire your pilots license for access)
The euros and hotknife are usual spawns In comparison to finding a bullet or a turismo.
