Operation Paper Trail

Operation Paper Trail is a series of Contact Missions in GTA Online, given by Agent ULP .

This job has been added to the game as part of the 1.61 Criminal Enterprises update on July 26, 2022, and is available on PS4, Xbox One, PC, PS5 and Xbox Series X|S.

This is a Solo or Co-Op mode that can be played by 1 to 4 Players.

The profits from soaring gas prices all seem to be flowing one way into the pockets of the most notorious oil-rich dynasty in the Los Santos area. The IAA smells a criminal conspiracy — Agent ULP will be in touch with the new Operation Paper Trail, commissioning 1–4 players as sworn-in agents to investigate the local petrochemical magnates, the Duggans, to see if they’re the invisible hand behind spiraling oil prices.

ULP - Intelligence

THIS IS A FEDERALLY CLASSIFIED BRIEF. An undisclosed government agency requires the services of private sector assets to gather intelligence condening a conspiracy to defraud the American public. The rest of your brief is ears only. If you publish this information, the agency will deny all knowledge.

Location: IAA Headquarters (Start); FIB Headquarters (first target); Cypress Flats (second target); Los Santos International Airport (End)

Unlocked After: Agent ULP's phonecall

N. of Players: 1-4 players

Mission Objectives:

Go to San Andreas Avenue.
Enter the apartment.
Find and hack Mason's computer.
Hack Mason's computer.
Exit the apartment.
Search the FIB sites for the hardware.
Leave the FIB HQ. (first target)
Leave the FIB Depot. (second target)
Deliver the hardware to the drop-off.

ULP - Counterintelligence

Agent, your next assignment is as follows. You will conduct counterintelligence operations against a competing government agency, remaining covert at all times, and eliminating resistance only where necessary. This is a highly sensitive assignment. We required full discretion and no mistakes.

Mission Objectives:

Hack an FIB surveillance drone.
Go to the motel.
Access the laptop.
Defuse the bomb in the back of the van.
Deliver the van to the drop off.

ULP - Extraction

Agent, your next assignment is as follows. A fellow intelligence officer's cover has been compromised. You will find them and exfiltrate them. They are carrying information which is crucial to the success of this investigation.

Location: IAA Headquarters (Start); Hawick (first objective); Blaine County (second objective); Los Santos (End)

Unlocked After: ULP - Counterintelligence

N. of Players: 1-4 players

Mission Objectives:

Go to Agent Johnson's garage.
Enter Agent Johnson's garage.
Search the garage for clues.
Search the recent GPS locations.
Search the area for Agent Johnson.
Take Agent Johnson to the IAA Headquarters.
Lose the Cops.
Wait for Agent Johnson's instructions.
Take Agent Johnson to the hospital.

ULP - Asset Seizure

Agent, your next assignment is as follows. Our suspects are relocating their principle assets. You will intercept their convoy and seize the relevant hardware. Be ready for immediate dispatch.

Location: IAA Headquarters (Start); Los Santos; Great Chaparral (End)

Unlocked After: ULP - Extraction

Mission Objectives:

Search the area for the van.
Steal the van containing the hardware.
Deliver the van to the drop-off.

ULP - Operation Paper Trail

Agent, your next assignment is as follows. The final piece of hardware is being sold. Traffic analysis shows an upcoming deal between our key players. You will stake out the transaction, interrupt the deal, and retrieve the assets.

Location: IAA Headquarters (Start); Mile High Club; Maibatsu Factory; Elysian Island (End)

Unlocked After: ULP - Asset Seizure

N. of Players: 1-4 players

Mission Objectives:

Go to the construction site.
Wait for ULP to give access to the drone cameras.
Find the keycard.
Use the keycard in the elevator terminal.
Use the keypad to activate the elevator.
Seize the briefcase containing the Cliffford tech.
Follow Mason Duggan.
Take out Mason Duggan.
Pick up the briefcase.
Deliver the briefcase to the drop-off.

ULP - Cleanup

Agent, your final assignment is as follows. You will be granted access to top-secret agency-controlled site, where you will obliterate all traces of the target software. Do whatever it takes to sanitize the operation. We can't allow any blowback.
