The Vulcar Nebula Turbo is a Sports Classics Car featured in GTA Online on PS4, Xbox One, PC, PS5 and Xbox Series X|S, added to the game as part of the update on August 22, 2019.

This is one of the few vehicles eligible for the special Drift Tuning Modification at the LS Car Meet. It's important to note that applying this upgrade disables any other performance upgrades. So you should only apply this modification if you'd like to have it in Freemode, as during Drift Races your custom cars will have the same performance as stock cars. 

How to get the Nebula Turbo in GTA Online:

The Nebula Turbo can be purchased in GTA Online from Southern S.A. Super Autos for a price of $797,000.

The Nebula Turbo can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs. You can also modify it in a Vehicle Workshop inside one of your owned properties.

Once acquired, you can request the delivery of the Nebula Turbo from the Mechanic.

It can also arrive at the player's own Auto Shop Service, where you're tasked to modify a customer's car to their specification and deliver it back to them, or you can optionally purchase it directly.

The design of the Vulcar Nebula Turbo is based on a real life First generation Volvo 242 2-door sedan.

The actual top speed of the Nebula Turbo in GTA V is 102.50 mph (164.96 km/h) when it's fully upgraded, as it's been accurately tested in-game by Broughy1322.

Yes, you can sell the Nebula Turbo at Los Santos Customs for a resale price of $478,200 (60% of the original purchase), plus 50% of the value of your upgrades.
