Once acquired, you can request the delivery of the Avisa from the Interaction Menu - Services. However, the Avisa cannot be used in standard races.

For underwater explorations I found scuba gear much more useful as you can save it as an outfit and equip it any time, (though not while in water).
Main benefits of this submersible is that it looks cool. And if you are in water you can easily spawn it right in front of you, which can be useful when you quickly need to visit undersea without ability to equip the scuba gear, but otherwise the scuba gear is far more useful and also much cheaper.
