Found in front of the Puerto Rico flag painting in East Holland.

Niko follows Jeff's wife to a restaurant and takes a photo of her and a friend to find out if Jeff's wife is cheating on him. Finding out it's a platonic relationship, Niko consoles Jeff.

Second Encounter:

Unlocked an in-game week after the first encounter, if Jeff's wife was not killed in the first one.
Available 24 hours a day.
Found in an underground parking lot in Lancaster.

In a fit of rage, Jeff had murdered his wife by stabbing her 50 times with a knife. Niko is tasked to dump the car in which she's hidden in the Humboldt River.

Third Encounter:

Unlocked after the second encounter.
Available 24 hours a day.
Found sitting on a bench in the middle of Little Italy.

Jeff has remarried in a very short amount of time and believes his new wife is cheating on him. Niko is asked to kill her, but he refuses categorically. Jeff decides to deal with it himself and runs into the street, but is ran over by a Turismo and dies.
