This is one of the few vehicles eligible for the special HSW Performance Upgrade at the LS Car Meet exclusively to PS5 & Xbox Series X|S, which considerably increases the top speed.

The Vigero ZX can be purchased in GTA Online from Southern S.A. Super Autos for a price of $1,947,000.
The Vigero ZX can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs and LS Car Meet Mod Shop. You can also modify it in a Vehicle Workshop inside one of your owned properties.
Once acquired, you can request the delivery of the Vigero ZX from the Mechanic.

However, when upgraded with the PS5/XSX exclusive HSW improvements, the Vigero ZX can reach the crazy top speed of 158.00 mph (254.28 km/h). Keep in mind that the HSW mods can be disabled in races.
