The Kuruma (Armored) can be obtained in GTA Online as a Bonus Reward, or it can be purchased for a price of $698,250.

The Kuruma (Armored) can be stored in any of your Properties/Garages as a Personal Vehicle. It can be customized at Los Santos Customs. You can also modify it in a Vehicle Workshop inside one of your owned properties.

Once acquired, you can request the delivery of the Kuruma (Armored) from the Mechanic.

How to unlock the Kuruma (Armored) Trade Price?

A trade price of $525,000 (Discounted)* can be unlocked for the Kuruma (Armored). 

*The discounted Price becomes available after the player has completed the related Heist Mission.

On PS5 and Xbox Series X|S, the Kuruma (Armored) can also be unlocked as a Career Progress Reward by completing Tier 4 in the "Original Heists" category.
