As a safe house, you can save your game progress at this location.
This safehouse can be unlocked by winning it on an "I'm Rich" scratch card.
Obtaining this safehouse is purely down to luck. Visit one of the "Liberty City Lotto" stores around the map, and buy the "I'm Rich" scratch card for $15. If the scratched card reveals 3 house symbols, you will the The Star Plaza Hotel suite.
You will have to purchase several scratch cards until you eventually get the prize - but consider that you may also get cash prizes in the process, so you will likely make more money than you spent.
